This is the Traxxas GPS Speed Telemetry Module.

FEATURES:
Utilizes global positioning satellites to deliver real-time speed information
    via the Traxxas Link App on a TQi Radio System with the Traxxas
    Link Wireless Module or Docking Base
Speed readout not affected by gear ratio or tire-size, unlike
    conventional telemetry sensing units that used cars's gear ratio and tire
    size to calculate speed based upon RPM
Installs inside water resistant Telemetry Expander Module (not included)
    and is automatically acknowledged by the Traxxas Link App-no
    programs or setup required
