This is a Big Wheel Set from Tamiya.

This is the large pulley-block from Tamiya's Wheel System Set (TAMX7121).
Plan contains 2 pulleys.
Contains white and black plastic parts attached to sprues.
Includes screws, bushings and belts (rubber bands).
Structure of pulley-block is kept easy for maintenance purposes like
    changing the belt, if needed.
Pulley rotates freely.
Can be utilized singly or together.
Designed for fairly small and easy models.
Reverse rotation of pulley-block is possible.
