This is a Small Sheave Set from Tamiya.

This is the little wheel from Tamiya's Sheave Unit Set (TAMX7121).
Package includes two pulleys.
Contains white and black plastic parts connected to sprues.
Includes screws, bushings and belts (elastic band).
Structure of wheel is kept basic for maintenance purposes like
    replacing the belt, if needed.
Pulley turns freely.
Can be used singly or together.
Designed for fairly little and basic models.
Reverse rotation of wheel is possible.
