This is a Little Sheave Set from Tamiya.

This is the small pulley from Tamiya's Sheave Unit Set (TAMX7121).
Bundle includes 2 pulleys.
Contains white and black plastic parts connected to sprues.
Includes screws, bushings and belts (elastic band).
Structure of pulley is kept simple for maintenance functions like
    changing the belt, if needed.
Pulley rotates freely.
Can be utilized singly or together.
Designed for fairly small and simple models.
Reverse rotation of pulley is possible.
