This is the Gator Customized Body Skin from PineCar®.

FEATURES:
Customized Body Skins add the appearance of a customized paint job to your
    racer! Use the entire skin style for complete body cover, or
    custom-made cut & create your own special style.
Goes on easily with a damp sponge. The custom-made style releases from
    the transfer paper onto your racer body.
Make windscreens and windows with the black skin material included.
If preferred, you may use a water-based gloss surface (consisted of in
    the Complete Paint Systems PINY3955-PINY3959).
