This is the Fire Starter Customized Body Skin from PineCar®.

FUNCTIONS:
Customized Body Skins add the look of a customized paint job to your
    racer! Utilize the whole skin design for full body cover, or
    customized cut & produce your very own unique style.
Goes on quickly with a wet sponge. The customized design releases from
    the transfer paper onto your racer body.
Make windscreens and windows with the black skin material included.
If preferred, you might apply a water-based gloss finish (included in
    the Complete Paint Systems PINY3955-PINY3959).
