This is the Fire Starter Custom Body Skin from PineCar®.

FUNCTIONS:
Custom Body Skins add the appearance of a customized paint job to your
    racer! Use the whole skin style for full body cover, or
    customized cut & develop your very own special style.
Goes on quickly with a damp sponge. The customized style releases from
    the transfer paper onto your racer body.
Make windshields and windows with the black skin material included.
If desired, you might apply a water-based gloss finish (consisted of in
    the Complete Paint Systems PINY3955-PINY3959).
