This is the Cool Blue Metallic Total Paint System from PineCar®.

FUNCTIONS:
The paint system consists of everything you need from sanding your racer
    to a finished paint task with a high gloss finish.
Ideal for completing wood, plastic, or metal parts.
Water-based for simple clean-up.
The Cool Blue Metallic paint/sealer is a combination sanding sealer
    and paint.
Both a foam paintbrush and a fine accent paintbrush are provided.
The gloss surface adds a high gloss surface to your racer and secures
    it from soil and fingerprints due to handling.
