This is the Great Planes Requirement (SAE) Precision Prop Reamer.

Increases the size of holes in propellers and spinner back plates-just turn the
    detachable T-handle to cut completely centered 1/4" 5/16" and 3/8"
    holes
Constructed of solidified carbon steel
Stepped design boosts precision
Consists of plastic storage case
Can be used with a drill press for additional accuracy
